You could also say if it was founded on well researched, peer reviewed evidence, the message that would sent out to me is that the peer reviewed research being adopted is the wrong antidote, our roads are no safer, so it’s not working.

No - but (and there's always one ) The Chancellor is not going to let a good tax dodge slip out of his grasp - don't matter that it don't work --just saves Gordon upping the tax rates( and giving his political opponents plenty of ammunition)
now if Tony steps down -----?????

Policy has basically been anti-car.

Road-building plans shelved. For example, improvements to make some of the major junctions on the North Circular Road grade-separated. (By the way, Henlys Corner is one of the most dangerous junctions - there are frequently accidents there).

They want to get more people onto public transport but it's generally inadequate.

So, from the above then, we see that the current "road safety" policy is not based on valid research etc. etc. to increase safety but instead built on a primary premise that car use should be reduced for some amorphous "social reasons". This is why current policy is not working and safety is not improving!!

Why are we wasting our time even considering justifying our ideas on safety? Why don't we just do as the Government policy makers and assert that we are right and act accordingly? Oh yes, we already do! No peer review required. QED. :)
