certainly the majority i've observed dont fly through with no regard for their own safety but slow.... cross the line having a good look for traffic and then continue through an appropriate gap.
And many motorists would do that if the penalties were not so severe. And I often see motorists disobeying temporay traffic lights on the all red phase when they can see that the traffic in the other direction is halted. Though I am not sure if that is a specific offence
So given that mags can endorse a licence or load a ghost licence with said offence - usually if the person caused/almost caused accident (especially if an injury to a third party resulted) or has been stopped repeatedly for this offence - we can endorse a cyclist's licence if the court judges that the behaviour warrants such - this may deter quite a few idiots out there
Failing to stop at a temporary red light or the little workman with his reversable signs - is also a Traffic Signal offence and carries the same penalty.

If the lights are stuck - you will find a phone number on the tempo lights to notify the authorities. Similalry you report normal lights if they stick. Once you have done so and the fault logged - the crossing becomes "as a normal junction with a

sign .. which means you stop.. apply handbrake and take a good look-see instead of simply treating as a "Give Way" junction

If nothing is coming or you can cross the junction safely - then you may proceed.

But you do no know what may be approaching at speed.
We are not allowed to simply blat through on a "shout". We are trained to slow up.. LOOK around carefully.. and so long as the public give way to us .. we then cross and carry on at .. err.. " on urgent shout speed"
Sometimes late at night - we do not sound sirens as we actually want to catch your burglar "at it"
