A queue by definition is a system whereby users wait for a resource, generally in an ordered manner. A queue can be completely empty.

I have generally found that in a stop-start motorway situtation where the stop is apparently for "no reason" that there are always a bunch of vehicles (including always one in the fast lane) who has not noticed that the vehicles in front have moved off ahead and that it is now safe to speed up to 70mph. I am pretty certain it is these slow vehicles that are causing the jam in the first place (although of course they may have been stuck behind a lorry-overtaking-lorry manoeuvre that I didn't notice).

There was recently a quite lengthy thread on the pros and evils of queue jumping, i.e. when a bottleneck is experienced (lane closure) and most drivers move to the open lane whilst a few make theri way down the closed one, winding some people up in the process.
So, is a queue of vehicles waiting to pass a slow vehicle in the lane to its left but being held up by another slow vehicle a rolling version of the above?

so I suppose its all about driver perception at the end of the day.

Yes, but there's a clear inner lane and a clear (horizon-type) inner lane, it's the latter group who really annoy!

Didn't know you could get SafeSpeed bumper stickers!!!!

Don't know if you can...I've bought a "KEPT LEFT" middlelanemoron one. Now all I need to make my life complete, is to stick some fairy lights around it, tailgate the car in front, cut him up and then flash the sign repeatedly. (Of course I'm joking!!!!   )

I thought about buying one but then decided against it as I feared it maybe seen to some as "teaching them how to drive" which I avoid like the plague, even if its shockingly bad!
