 Post subject: Conspicuity rules

Hi,

Are there any hard and fast conspicuity rules for mobile cameras? I saw two people standing by the side of the road on the A62 in M/CR today - there was a tripod cam there, nothing stating they were speed cameras, no van - just the operators' hi-viz jackets - both stood with the camera poking out behind a car.

Maybe they weren't speed cameras - I've had a look on the Manchester camera partnership website and their mobile camera site patrols aren't showing the area I was driving through for this week.

I wasn't speeding BTW, I was just curious!*

Don't worry - you don't have to apologise here. We understand the disparity between what is the legal speed and often what is the safespeed.

I can appreciate you being cautious though, as I've encountered many a forum full of hypocrites who will jump down your throat claiming the law's the law etc. and if you get caught you deserve it and so on - like it's not the act that you should be punished for but the complaining...

It was either an ANPR operation (to catch uninsured/unregistered cars) or the DVLA (vehicles on SORN) or VOSA (goods vehicles without an MOT etc.). It may also have been a surveyor, some theodolites look like cameras if you don't know what all the cameras could look like.

The point also needs to be made that any conspicuity rules have no effect on the validity of prosecutions.

They only affect the right of scamera partnerships to enjoy the recycling of fines.

I suppose if people had seen them violate the rules 1000 times at 100 different locations it might have an effect on this :(

Could also be a speed survey. This is required before a camera is installed. They will use the same type of equipment for the survey as for mobile camera enforcement, but will not prosecute drivers over the limit. In fact, it is in their interest to get as many drivers over the limit as possible, and in direct contrast to enforcement they should check the speed of every vehicle, rather than just those they believe to be over the limit.

I wouldn't be surprised - it's a wide road, dual lanes on either side - 30 mph limit, few hazards...
