The problem with Brake is that long ago its reason for existance changed.

It started out as a single issue campaign group and there's nowt wrong with that. But now Brake exists to see Brake in print, on TV and on the Internet.

At first Brake existed to make a point, now it exists merely to exist.

In order to obtain media space it has to make more and more outrageous claims, like when it supported the 'right' of someone to break the law by driving very slowly on a motorway.

What's that? Brake campaigned for the 'right' of someone to break the law? Yes, they did, which shows how corrupt and broken Brake now is.

Sat behind an obvious Brake devotee taking this very seriously today. She sat behind a stationary bus for ages, when there were several good chances to overtake it, building up quite a nice queue, until she realised that she had to do something or be there for a very long time....I hope she says three "hail Marys" tonight.

My views do not represent Safespeed but those of a driver who has driven for 39 yrs, in all conditions, at all times of the day & night on every type of road and covered well over a million miles, so knows a bit about what makes for safety on the road,what is really dangerous and needs to be observed when driving and quite frankly, the speedo is way down on my list of things to observe to negotiate Britain's roads safely, but I don't expect some fool who sits behind a desk all day to appreciate that.

Isn't that what shipping does? Smaller craft have to avoid the big ones which cannot stop or steer easily.

Not quite - Racing Sailing Boats (Think they have overall rights but they don't - a;though many will try to not get in their way !) :) So then : > Sailing Boats then Motor Powered that's it in essence but if you are a tug boat moving a floating Oil Rig then the sailing boat is going to go around you, and this tends to apply to Oil tankers that take a mile to stop in and their turning circle is measured in miles !
So not surprising then that there are exceptions and then there is the Common Sense, approach.
I think that going down the path of assigning response ability to be responsibile toward those that might be harmed more easily, or those that are 'more' vulnerable, is not the basic root to ID of the real issues, because how can you know that someone is deaf or blind or otherwise impaired or afflicted ? You don't, now and again a white stick may help ....or a dog with a reflective band but that cannot be any guarantee to know of the ailment - service dogs also wear these now too!

We have to ensure that at all times we leave space all around us, to allow for our safety and all those about us. By predicting and being aware this encompasses the potential danger of threat from pedestrians and all other road users. Likewise pedestrians & all other road users must look out for themselves too.
