SPEEDING drivers could be cautioned instead of being slapped with fines under a new strategy to focus more on front line policing.

Top cop Mark Polin said he wants to steer North Wales Police away from a target-driven culture by giving officers more discretion when it comes to minor crimes and driving offences.

Unlike his predecessor Richard Brunstrom, who was dubbed the Mad Mullah of the Traffic Taliban, the new Chief Constable’s vision takes the spotlight off motorists and the amount of paperwork that diverts police away from other duties. He said the force is “renowned for taking a hard line” when it comes to speed enforcement, but his new three-year strategy aims to look at the wider issues affecting the region.
At a meeting of the North Wales Police Authority yesterday, he said: “We are no longer counting the number of fixed penalty notices for speeding, we are introducing discretionary measures and issuing more cautions because officers are expected to do more in local communities.”
Mr Polin said the force has “too many community beat managers (CBMs) and not enough front line officers”, who are struggling to respond to incidents.
He added: “We need to look at what is taking up officers’ time and make sure they are clear on their roles and responsibilities.”

The three-year action plan comes amid tough financial times which has led the force to “turn the tap off on recruitment” indefinitely.
Despite having less money, its main priorities are tackling the scourge of child abuse and building confidence in the police.

A major survey commissioned by the Police Authority to find out the views of the people of North Wales also called for a reduction in crime and antisocial behaviour, and highlighted a need for a well-led, organised and skilled workforce.

Mr Polin said: “We will strive to build trust and confidence in North Wales Police so that people feel safer.
“As well as concentrating on the protection of children and young people and other vulnerable groups, we will be collaborating with other police services and agencies, such as the Serious and Organised Crime Agency and the UK Borders Agency, to tackle serious and organised crime, terrorism and extremism.
“We anticipate a difficult financial climate in the coming years so we will concentrate on achieving value for money by improving the way we do things, doing our very best to maintain key services.”
That sounds encouraging at least - time will tell I guess.
Sad that so much anger and resentment has been built, and how much public persecution has been carried out by the Force that should have been protecting and serving. I hope they have some big budgets to re-train many of the officers into the better way of thinking and understanding their authority. :)

Judging from the personally related stories that I've heard about the North wales Taliban and their insistance of dragging innocent motorists who object to court thereby costing them solicitors fee's etc and dropping charges seconds before entering through the doors to the court. I have to say I'm not surprised! The Welsh economy itself must have suffered terribly from Brunstums' purge. I know that for some time now I've wanted to visit the Llangolen Steam Railway but haven't solely because of the Brunstrum threat! Wales?.......No way Thomas bach!....

If this means it's over I'm glad, this Country has far greater problems looming than Brunstrums viscious demented crusades.......

For the first time in my lengthy driving experience, I managed to get "done" for speeding in NW Wales over the Easter (60 in a 50 on the A55 - I was actually just following the stream of traffic, so they must have got quite a haul ;) ). However, yesterday I got a letter inviting me to do a National Speed Awareness Course rather than have points/fine. The letter referred to my lapse as a "minor infringement". I can do the course in my home town for £60... So perhaps this is a sign of change...

Fair enough - sorry to hear. So do you think you can keep quiet for the 2 hrs - I am not sure that I could ! :twisted:
I wonder how many people 'fail' the course ? Has anyone ever failed ?

One of my colleagues went on a local course and showed me the booklet. He thought the course was quite good and did not concentrate on speeding. For example, the booklet had a whole section on COAST.

I'm very sorry to hear of your persecution Prof.... You are not I'm sure one of the "boy racers" who are the ones who should be targeted.......... or one of those most dangerous of people who have absolutely no spacial awareness, vehicle positioning, or any idea of how to drive whatsoever! You have my deepest sympathies.

Have not been to Wales since 2007 due to being scammed 37 in 30 with open fields either side of me and still do not intend to return. Thanks to the North Wales Police I take my money elsewhere now. That £60 has cost them a lot more in lost revenue over the many weekends I know spend in England.

I used to keep a boat in North Wales.

Marina fees,

Weekend trips,

Meals,

Fuel,

...that's cost them a LOT more than £60!

Few of our reasons for doing anything are ever single! Strictly speaking, it might have been truer to say that traffic law enforcement policy was "another" reason for moving it. There's good sailing to be had round there, it has to be said, but with high berthing fees, a job change, birth of a child AND traffic enforcement policy, it all added up. Had everything else been perfect, we might have stayed a bit longer. The move to Cumbria killed it of altogether - although, had traffic enforcement policy been different, we might have been a bit more inclined to look for jobs and somewhere to live around that area. Basically, it wasn't the ONLY reason, but not an insignificant part of the bigger picture.

The problem is for each one of you who takes their custom elsewhere after a tug by the Brunstrom Brigade, there are perhaps 500 others who do not, so financially, unless you and other tourists each spend around thirty grand a head each year...
