Far too many people have access to this data and it gives you some idea of the "mission creep" that will also occur with the proposed ID database. This is (apparently) good news.

What is the difference between an individual crook and an association of crooks ?
All this means is the the issuing authority (DVLA) will only issue (sell) details to those who are registered to the Association of Crooked Car Clampers. The car will still be clamped, then removed to "storage" (back yard) where it will be stripped of anything worth anything. Pretty much the same thing goes-on when a car is removed from the road after an accident...the gannets at the company that removes it strip it of anything worth anything. Legalised theft. But the government will know who is who. Again: Data trawling.
Let me remind you, again: The government is the largest organisation in the country, and regularly breaks the data protection laws.
