I dont know about elsewhere, but in Cumbria the news reports give the same impression!
Even a look at the CSCP site shows concern at young
driver casualties, and I seem to recall that on their forum, they once quoted the average age of those ticketed as being in the mid forties.
One of the southern partnerships is targeting passengers of young drivers to get them to say NO to those who drive too fast, so it looks as though the concern is widespread.
