Not sure where this was, but what Stephen is trying to say, is that if you dont see the Talivan, then there is a possibility you would'nt see a kid riding carelessly on a bike, who might stray onto the carriageway - and since Orion failed to see the talivan, then regardless of where it was, he needs to improve his observation, despite his [Stephen's] observation that cameras should not normally be warranted in a 50-60-70 zone.
There is a 40 limit in Preston, on a straight stretch of road between Ashton and Ingol, which is bounded on one side by the railway, and on the other by a high wall, and nowhere for a talivan to hide - but it's still wise to treat it with respect, because there have been several accidents including a fatal or two, due to plain carlessness.
To look at the road, there is no reason to think 60 would not be safe - and you'd be right but for the curious habits of a few other drivers.
