My mum had an NIP (in time) through the post (36 in a 30 in Lancs) and completed the reverse with details of two drivers, writing back to Lancs Police, stating she could not identify correct driver (of the two) without photograph.

They have now sent her a bill for a tenner and said when she pays it she can have the photo, and she has 7 days from the date of their letter to request it.

Can they do this?

What's the next step?

When I received an NIP two years ago and couldn't identify the driver, they simply sent me the photo, which unfortunately didn't assist me, I offered to pay the fine anyway, and the case was not pursued.

What does she do? Does she stump up the tenner (which she's loath to do)? Does she write back and say that she unfortunately she's unable to identify the driver? Does she ignore the letter?

Any ideas anyone, please?

So they’re asking a tenner for something which in reality probably costs only about £2 to actually process and post separately, for something they really should be including within the original correspondence anyway? Doing so wouldn’t them cost anything, especially in comparison to the ‘admin’ charge of £60!

It’s not really about the money is it? :scratchchin:

Is this part of the whole rasiing of costs to encourage people to pay up thing?

How about a letter back saying something to the effect that by charging me for this information you are placing a cost on justice blah blah and I believe it is an attempt frustrate my efforts to identify the driver.

Under s172, I have to make all reasonable efforts to identify the driver yet you have information that will assist me in my efforts. Is it reasonable that you are charging me for access to what could be a cruicial piece of information?
