It might actually have been some use if they'd broken it down by age groups. Other than that, it's a horribly "lightweight" bit of work.

I take issue with the statement that " a survey of police records showed that most speeding took place on urban roads".
An equally-likely explanation would be that the police presence was concentrated on urban roads, so the prosecution rate was higher in proportion to and as a result of their increased presence.
