I suspect with Government backing, they'll just stick their heads in the sand, and hold out for as long as possible!
Until nearly everyone contests the cases in court, then nothing will be done. It's just too expensive in money and time to fight a case where the worst that can happen is a £60 fine - a day off work would cost more than that!
It's only when it gets to fighting the points which might cost their licence, that most drivers would bother.... but as more people get points the more likely it is.
I personally know of a person who simply accepted a fine and three points, because it was the cheapest option - and she was nowhere near the camera at the time concerned!!
As to the "expert" witness, who else would they find to back up their false testimonies? You will be able to rely on Frank to back them to the HILT!
