This is what I consider a scam being operated by Camden Council viz:-

Laystall Street off Clerkenwell Road, EC1

To all intents and purposes, this appears to be a normal road allbeit narrow. The entrance to it is marked with a one-way arrow but you have to look higher up to take in another notice saying that it is a Pedestrian Zone with limited access for loading only. The arrow was sufficient justification for me to drive down this street, not having the time or inclination to read all the extra gobbledeegook above, and consequently assuming it to be a legitimate and safe manoeuvre. I had occasion to drive down this street a second time within a few days on business under the same assumption.

Following an immediate return to the site to check it all out, I found that Big brother CCTV cameras are permanently trained on the entry and exit of the street and well hidden high up. Consequently, I was issued a Penalty Charge Notice for each occasion on 17th & 18th August.. I have appealed against them on account of the conflicting and confusing signage and am still awaiting a reply.

How many people, I wonder, have resignedly paid up when, in my opinion, this is a trick and a blatant moneymaker for the Council? I hope that any members who get caught similarly will appeal in similar vein.

Yes, I took photos. Curious though how long it is taking for Camden to confirm or cancel the charges. Maybe they have been caught out on this one! The cameras were well hidden up among some trees.

my experience is that they file them in the bin and send you 3x fine for non payment of the first one a week later.

i'd do recorded delivery or something.

Create a defence under the 1689 Bill of Rights, they are after all issuing fines illegally and contrary to this constitutional legislation.


"all grants and promises of fines and forfeitures of particular persons before conviction are illegal and void"
