When I was in Anglesey a couple of months ago I witnessed several near misses and one probably fatal smash caused by impatient drivers recklessly overtaking people desperately trying to stick to the speed limit - which in many cases was lower than would be expected (e.g. 40 where you would have expected NSL). I was done the day after the smash for doing 35 in a 30 on a deserted road - hence the desperation to stick to the posted limit.
Yes speeding can have consequences, but first we have to establish why people were speeding, and also whether the limit they were exceeding was appropriate in the first place. As you say, more than a bit simplistic.
