Because in the usual threatening scamerati style the isnstructions given to him were that he must fill it in himself! I'm suprised you don't accompany the NIP with a horses head on the pillow.

Quite possible for a "visually challenged" or whatever term I'm supposed to use to be the registered keeper. Problem lies with singning the darned form not the completion - but most blind people we deal with (general police stuff and we have Braille forms for whatever too) can read the Braille and sign their mark or place mark by designated person to sign on their behalf.

As for comprehension of the form - if issued verbally on spot by us - we read it all out and explain - making sure person fully understands the requirements.

But RKs can be disqualified drivers who hire chauffeurs, businesses, and persons who cannot drive themselves for medical reasons but who have car under a mobility agreement with family member or carer legally allowed to drive it.

Problem of identification arises if several use the car and poor records are kept! :wink: People should keep logs and diaries in that case :wink:
