I doubt that it's true. But there's just enough madness in the world that it's possible.
It's probably a version of the (rubbish) rumour about speed cameras in variable message signs that was doing the rounds a year or so ago.
Just where can we find out the true state of play with regard to these anti-speed abominations - such as further applications of the SPECS system, cameras in cats eyes, fixed 70 mph speed limiters, GPS based speed limiters, the ISA system etc.?
In my opinion all such approaches to improving road safety should be binned immediately, and if I had my way they would be. Then we could start tackling road safety from first principles and we'd fairly soon see some real benefits. In the meantime those who are supposed to be serving us are being little more than a PITA to the majority of decent drivers, with no offsetting benefit to the community at large.
