Apologies for taking that phrase out of context (and I know what you're getting at and I agree) but...

I hear the claim frequently. It's tantamount to claiming that 'vehicles cannot be made any safer' which is obviously nonsense.

There have been at least suggestions that certain countries, mostly developing countries, have seen an increase in casualties lasting for decades - despite improvements to car safety.
Does anyone have some comprehensive worldwide stats?

Well it's not easy to draw those conclusions from that sort of data. Developing countrries mostly tend to have traffic growth well above the 5%ish annual engineering/medical improvements we're talking about... Just as we did before the mid/late sixties.
