When you say that you 'had to' that might imply events around you overtook you and you were not really 'in charge' ?
It would be very strange to have 2 lanes one speed and one another on the same stretch of Motorway (slip roads excluded).
Did you see 40mph for cars or lorries, as sometimes they do provide speeds for lorries but it is rare.
I can understand the paranoia to default to the lower speed being the safe option for your license but if those behind you are driving very close or building up too that in itself can be intimidating, and
might mean the speed is higher or people are not thinking and simply bunching as they do in average speed cam areas. Look for repeater signs and often prior to the specs units.

You mean that people came up to red lights off or onto Motorways and they ignored them ? Or did they not 'see' them and 'carry on' after a moments hesitation. Yes any of these would worry me too, but I would be trying to analyse what was going on in detail e.g. could the sun have obscured vision etc?
