I believe a 30 repeater where there are street lamps would make the sign illegal, not the restriction.
Where we've installed them we have Scottish Executive (as it was then) blanket authority to install the 20 when lights flash signs, as well as speed limit countdown signs; We have to apply for any non TSRGD signs.
And Ive heard form a few people that the 30 roundels on the rear of the signs are unnecessary, but I never considered the repeater angle, will ask on Monday
