I'm talking about the red cross on the overhead matrix gantries, as I understood it I thought meant you must not go any furthur in that lane and was mandatory.

In the last week i've seen this twice on the M60 near Manchester, the first was in lane 3 due to a 3 car pile up. The second time was a broken down truck in lane 1.

On both occasions I wasn't in the affected lane, but I was amazed to see that not one driver changed lanes before passing the sign. As I reached both incidents there was a queue of traffic directly behind it stationary and indicating to join the flowing traffic.

The police were there both times but didn't seem to bat an eyelid to this behaviour.

So I was wondering if my understanding was incorrect? Or have the rules changed?

As far as I understand, yes. Especially if there are flashing red lights.

In fact the Highway Code says "MUST NOT" so I assume there is a law attached.

There should be flashing red lights.
