Following yesterdays NWP statement 'that they hoped we would judge them for their intent' and the Safe Speed instant rebuttal, I've been wondering about how we really should evaluate the behaviour of such organisations.

I've got:

- intention
- judgement
- efficiency
- results

Has anyone got any thoughts about how we put this together? Anything fundamental I've missed?

'Results' are the lion's share in the end, but of course we need to understand systematic results, not some falsely compartmented view of results.

How about perception (citizens), do we feel safe, secure, and that they act in OUR interests etc

Absolutely - but that's really ne of the systematic results isn't it?

Fair enough so then there should be 2 "results"

- results (perception)
- results (actual)

I wonder if there's something that can be made of omlettes and eggs here?

Speed cameras make the (very occasional) omlette, but break a sh1tload of eggs in the process. A high proportion of trafpol may make slightly fewer omlettes but would virtually waste no eggs in the process.

So.. process before results. And I don't mean following a poxy written procedure - at least not an overprescriptive one.
