Whilst browsing around my local Partnership for Road Safety website (Lancashire) i had a look at the Speed FAQ. Many of the answers are just complete lies. This makes me steaming :x

How can these people get away with publishing such total crap?

The answer to question 7 is a corker. Take a look. Gits.

Nothing wrong with the answer to question 7 at all.

They have 14 days to issue the NIP....it doesn't matter how long it takes the Royail Mail to deliver it to you.

I just don't like their answer. It is vague and lacking in detail. It just says to me "sign the form and pay up!" even if the NIP is well over 14 days old.

I notice in the response to Q11 that the requirement to incriminate oneself has been upheld via DPP v Francis.

Is this correct?

They have 14 days to serve the NIP to the RK (date of offense is day 0). Date of posting is NOT date of service. If you are the RK and it arrives outside the 14 days it is an invalid NIP.

There is a good analysis of the 14 day rule in the members section on PEPIPOO.

However you still have to comply with the S172 request. But you do not have to use their form. This is the basis of the PACE statement used by PEPIPOO. AFAIUI,

The answer to Q2 is wrong too!

They've said there will be repeater signs for 40/50 limits (correct) and national speed limit (wrong). Only need repeater signs for NSL is there are street lights etc.

Pretty hopeless arent they?

BTW, saw a Lancs Talivan today causing an obstruction in Leyland. Parked on the road forcing oncoming traffic onto the wrong side of the road. How does this help road safety? Serve them right if a wagon wipes them out :lol:

A3, A4. Research funded by people who make money from speeding fines says that speed limits are a good thing.

A6. lack of accidents prove that speed cameras work.

A7. Complete lie. If it arrives after 14 days it may be due to their incompetents.

A8. Because we make money from it.

A11. I thought they took your handwriting as a signature if you don't sign it?

A13. No, we don't care if you've never caused a danger in your life. It's all about money.

A16, A17. We think you are probably lieing.

A19. Well we don't make money for this. Maybe we'll give you one if we did something wrong.

A22. Take it to court. We won't promise anything though.

A24. Haha, yeaaah.

A25. You'll have to pay more if you loose. Haha.

Q16: What if it wasn't my vehicle?

A16: You will be required to submit photographic evidence to the Central Process Unit of your vehicle showing all sides of it. These will then be passed to the Stolen Vehicle Squad for police investigation. In the event that a person deliberately attempts to deceive the police, they will be charged with a criminal offence and may receive a custodial sentence.

I beg their pardon!?! Under which law or regulation are you required to submit photographic evidence?

Surely, the onus is on them to prove you did it, not on you to prove your innocence. If they allege your car was exceeding the speed limit at a particular time and place, you know that it was locked up in your garage, and you answer truthfully their request to identify the driver by saying that it wasn't being driven, surely it's up to them to prove you wrong. This means they (not you) are required to produce the photographic evidence - and they must provide to you no later than seven clear days before the case is heard in court.

You are of course perfectly correct willcove.

The only mistake you have made is to presume that the scameraships are in some way bound to tell the truth on their propaganda website. If you expect them to say anything other than that which is wholly conducive to people acceding to their willful assertions of 'guilty until proven innocent' and 'shut up and pay up' then you are sadly mistaken my friend!
