This only works on parking tickets issued by and attendant, not through the post tickets.

this works by examining the fact of wether the person responsible/driver for the car got the ticket?
They at they moment take a photo of ticket on car to show delivery of ticket to driver responsible.( probably because someone raised point of not recieving ticket)

But if for example you park illegally at 15:00 and are ticketed at 15:15, photo taken a minute or two after ticket issue showing it stuck to windscreen. now if you dont return till 15:45 for example there is a 40 minute period when someone eg kids, drunks could remove ticket thus meaning you never recieved it.

so you should ask if they have a photo showing you at the car/getting in with the ticket on the windscreen- thus proving delivery of ticket to responsible person/driver.

This means the parking attendants will have to wait till driver/responsible person gets back to car to take a photo of them recieving the ticket! - thus reducing tickets given out per day as attendants will be wasting time waiting.

What happens if you wait several hours before going back to car? will attendant wait that long?

This arguement works on being very pedantic about a serious legal point in the same way that the barrister against asbestosis victims worked.
For example someone with asbestosis who has worked for 3 companies in thier life that had asbestos in the job. up until this point they claimed compensation and the 3 companies would have paid a 3rd each.
but then this clever barrister found a clever legal arguement,
He had a medical expert testify that it took only one 1 asbestos fibre to cause asbestosis so he asked the claimants to prove which fibre had caused thier asbestosis and which company this fibre had come from?

this stopped the asbestosis claims till the law lords ruled (i believe)
the claims could continue as before as his request was impossible to prove ( you cant look in someones lung and tell which fibre in there started the asbestosis and which company it came from) and the fact that while it stopped the cases till they overuled it, people died without getting compensation.

my arguement uses the same style of pedanticness as he did but in my arguement it is proveable by the attendant staying till driver returns to vehicle and taking photograph then showing ticket still on car with driver in photo as well.

It questions a very serious legal point of wether you recieved the ticket and if they cant prove that it puts serious doubt in the court as to wether you recieved the ticket and if you never recieved the ticket then you cant be prosectued in court for not paying it.

Obviously this wont work if you on cctv at the time though.

I believe a Penalty Charge Notice is deemed to have been "served" if it is attached to the vehicle OR handed to the driver. So by attaching it to the vehicle they are complying with the law. (unless you attack the parking vultures and stop them from attaching it to the vehicle, then it can also be 'served' so if you see them get in and drive off quick!)

Fixed Penalty Notices don't even have to be attached to the vehicle.

It's also easy enough for a 172 and NIP to be sent out

I had one withdrawn recently...the dumb Parking "Thing" wrote wrong registration number down...and I questioned the councils authority to take picures of my car ..with my kids in it...

One nil for me...

dont pay too much heed to BIG Si, he is a traffic PCSO and sticks NIPs and this form and that form on everything he can... and he is never wrong !!! :roll:

These PCSOs will not learn... !! interfere everywhere ..traffic - speeding, and now evictions too !!!! ...when will they learn !!!
