. Half way down there is a camera. The national speed limit sign is there but nothing to indicate if it is a 60 limit or a 70 limit (single or dual carriageway).

If it has a central reservation (i.e. a strip of grass or raised concrete) separating the carriageways, then it's a dual carriageway and the NSL is 70.
It's still a dual carriageway even if it has been hatched off to only give one lane in each direction - the definition is the presence of a central reservation.
I suppose it's a moot point how long a central island to protect right turners has to be to become a section of central reservation - how long is this particular one?
