The danger with reducing the concentration requirement is that numpties will concentrate even less
but of course I know that's not what you're saying. It's more about getting the object of concentration where it needs to be - on the road. Perhaps we should be talking about maintaining adequate concentratoin by removing unnecessary distractions? Most Gatsos and talivans would qualify, I think, but in fairness they're not the only things that can drag a driver's concentration off the task at hand.
