I would doubt it..
She seems to consider that "uneven sentencing" and the "belief that drink driving isn't taken as seriously.." has contributed more to the rise in drink-driving deaths than the fall from 800,000 to 534,000 breath-tests administered! Another byproduct of reduced traffic policing one assumes.
