You're right that it would work. There are some signs that it's a growing trend. I've been trying to get figures... It would tend to show as an increase in S172 failing to identify the driver court cases. The Home Office presently denies that they have S172 numbers by year. Efforts continue.

That must be rubbish they have stats for everything. Especialy legal cases. There must be a number for S172s taken to court against number of convictions.

Its probably that the political parties are clogging up the system digging up the dirt on the opposition... :evil:

I heard on the radio once that this is what happened to the TV licence in New Zealand. Eventually they just scrapped it because no on paid.

This idea would probably work in France, but it's unlikely it would work here. The French are amongst many other nice things, a stubborn, beligerant and defiant race (see french revolution). They would not only refuse to pay en mass, but would probably block their borders.
The British people are not like this, I would like to think we live in a democracy, but once we have voted a goverment in, they pretty much do what they like untill the next ellection. I can't ever remeber a more dictator like group than the current lot!! (not even magie was this much of a control freak)

Try the DVLA for Misc code offences. If they are on the up it's worth finding out why.

MS90 is failing to supply, though obviously this would only show those who get convicted, not those who try it on and win.
