In terms of description, again at the risk of being seen to take sides (I'm not, I'm just saying it like I see it), the council made an oversight in not appreciating your access was not covered by their leaflet drop, but the carpet damage is as a result of your own "oversight" - and even more so if it is anything other than the carpet immediately inside the door you came in through.
On a practical note, you will likely be able to recover the carpet using "No wet wonder foam". It contains emulsifiers and is wool and nylon friendly. It is usually available on Infomercials.
