Yeh, TomTom 4 on a PDA did the logging quite comfortably. Full journey data logs - can be replayed (at varying speeds), to provide time (sat. accurate), location & ground speed. Using the GPS sensor section - NOT the main program. Not sure about the latest version 5 though - never got round to trying it. There are 'overlays'/ POI's for various speed cams etc that give the road/camera speed warning eg. flashes
A POI database could be generated for every UK road, to 'ping' the road speed per junction or section and 'offences' could be tallied from crossing these boundaries at excess speeds. Manually only - no automated way of logging excess at present on Sat Nav, as it's never been designed for this application.
