That memo is very badly drafted and stinks of political correctness. But underneath all that dreadful old flannel there is something being said that we all know is true and important.
For example :
Children from Social Class V are five times more likely than children from
Social Class I to be killed as pedestrians in road accidents. Recent research seems to explain this by linking it to those districts, the 'areas
of social deprivation', where the poorest families live.
Yes, and the major reasons for this are likely to be:
- Children from Class V are far more likely to be allowed to wander the streets at all hours
- The areas where people in Class V live are much more likely to have busy main roads running through them which children need, or want, to cross
- Families in Class V are much less likely to have cars that can be used to ferry children around

It is estimated that there would be 600 fewer men aged 20-64 killed on the roads each year if only they all had the same accident probabilities as those of their number in Social Class I.
Much of which is likely to be due to their proclivity to:
- drive stolen or unlicensed vehicles, and
- walk around the streets when pissed
