Yes, in fairness to my client the successful candidate will be driving a high mileage. He/she will also be a nominated authorising person under the airline's approval, so it's a critical position and one in which it's not easily possible to substitute for.
For example, if a Boeing 737 has a baggage truck driven into it (yes, it happens) and a repair is necessary, the Boeing will be AOG (that's Aircraft on Ground) at an airport remote from base. A decision on what repair is to be undertaken must be made quickly to get the aircraft flying, so the Design Engineer will need to be on-site at the other location very quickly to make the decision, then to sign off the approval for the repair. Think of the level of responsibility for human life involved in those decisions, then compare that with minor exceeding of an arbitrary speed limit.
This is not a particularly unusual decision not to offer employment either. Camera points are a factor in securing new employment in many companies these days.
