I Googled this and found the last items Brake had spouted forth on have been mobiles ,and it looks like they're also looking at driving time. Again, one size fits all. imagine the problems if all HGV drivers took 15 mins every 2 hours. How many (except trunkers) drive for this long without a stop to drop off/pick up etc. Another thing missed out is toilet stops. Perhaps they might ( or perhaps they wouldn't as it might blow the driving time theory out of the water) like to look at how long the average driver drives without a toilet stop.
