POLICE have unravelled an amazing fraud involving 735 motorists avoiding speeding tickets.
Conman Colin Lowndes, 41 –jailed last week – was so successful with the scam that neighbours near his council-estate home thought he had won the Lottery. And they nicknamed him Catalogue Colin because, in addition to taking lavish holidays, he had a fleet of plush cars, including a £120,000 Bentley, a £115,000 Ferrari, a £70,000 Porsche and a £67,000 Range Rover.

But jobless Lowndes had developed a scam that saw him charging motorists up to £400 a time to shift fines and points on to fictional drivers. He used legal papers to send the DVLA false details and diverted the court papers to other addresses. But officers noticed the regularity that 11 locations, linked to Lowndes, appeared. A police raid found notices hidden all over his terraced house in Hattersley, Greater Manchester.

Police discovered that Lowndes also executed a string of large-scale frauds. In 1999, he fleeced a shopping channel of £250,000 – buying items using credit-card information he found in rubbish bins.

In 2002, he masterminded a £450,000 fraud to obtain electrical goods from catalogues and mail-order firms, using the same scam, and was jailed for three-and-a-half years. Last week at Manchester Crown Court, the father of four admitted conspiracy to pervert the course of justice and fraud.
Judge Roger Thomas QC, jailing him for seven years, said: “These offences were committed due to pure greed.
“The motorists have been prosecuted. Quite decent people took part in your scheme.” On exposing the con, 250 drivers were arrested and many jailed. His accomplice and brother-in-law, Lee Foster, 40, of Hyde, was convicted of conspiracy and got 18 months jail.
Sergeant Mark Beales, said: “He is a conman of considerable experience and expertise.”
Sounds like an 'Arthur Daley' character!
