IN THE first case of its kind, a businessman who forged speed camera antenna calibration certificates and cheated the traffic police was sentenced to 18 months' jail on Thursday.

Lim Tian Pong, 60, owner of Tian Supply & Service Trading, had admitted to four charges of forgery, and one each of cheating and carrying on a business without registration.

A district court heard that Lim's firm had bid for the tenders and clinched a contract for the routine maintenance, repairs and calibration of the auto speed radar camera system from 2007 to 2009.

Under the contract, the company had to send the antennas to Multanova AG factory in Switzerland for calibration. But he did not. Instead, he created four false calibration certificates between 2008 and 2009 and presented them to the traffic police for payment of $28,196.

He subsequently issued two invoices for the cost of the four calibration services pertaining to two antennas. Lim had deceived the traffic police of $19,500, by deceiving them into believing that the calibrations of the antennas were done in Switzerland.

Lim's lawyers Subhas Anandan and Sunil Sudheesan said Lim had sent the antennas to be calibrated in China after losing confidence in the efficacy and integrity of Multanova for failing to deliver in 2001. The court heard that the antennas were functioning accurately. Fifteen other charges were taken into consideration during his sentencing.
