Say for example you are in a 40 mph limit or a national on a small windy road. You come to a bend and before the bend there is a sign in black that says 'max 30' or just '30'. Are these advisory notices or can they be enforced by law? there is no actual change in the overall speed limit, i.e its not the red circle signs that issue a speed limit change, but can they enforce that '30' on the little black sign like a 30 limit?

No, if its black and amber it is only advisory and it is up to you what you do with that information, only the white and red signs are legally binding

The only speed checks that I've ever seen near bends are the council's "traffic speed surveys" which conveniently they seem to position near bends so that the indicated speed of the road is nowhere near it's true potential, thereby they can say that the mean speed is far lower than it ought to be and so reduce the speed limit or congratulate themselves that a lowered limit is being "observed". Saw one today about 20yards after an island where it would be near impossible to exceed 40MPH and one a month or so back between two sharp bends wher you would be struggling to reach 30 MPH....both on NSL roads....say no more.

Are the people who designate the places for their two rubber strips, very cunning or total morons.....???

My views do not represent Safespeed but those of a driver who has driven for 39 yrs, in all conditions, at all times of the day & night on every type of road and covered well over a million miles, so knows a bit about what makes for safety on the road,what is really dangerous and needs to be observed when driving and quite frankly, the speedo is way down on my list of things to observe to negotiate Britain's roads safely, but I don't expect some fool who sits behind a desk all day to appreciate that.

IIRC someone mentioned, in another thread recently, that you possibly could be charged with DWDCA if you have an accident whilst travelling over the advisory speed. But the advised speed is not enforceable per se.
