It would be up to any one who had an accident to agree to take part in whatever programme. If the programme maker wishes N Yorks Plod to comment or make an input - then they apply via the normal procedure - which I am sure they will have already.
If the person making this programme wants drivers or families involved - then surely the best method would be to place an ad via local media inviting folk to come forward

Data Protection Act etc would prevent police/hospitals from disclosing names/addresses of those involved in accidents to an outside agency such as this one. It would be up to those people to volunteer themselves and the person making this programme should be placing announcements within the avaiilable media in those towns. I would not say these towns stand out as particularly "dangerous places to drive" all the same.

They are looking for stories and those involved in any of the accidents that have been occurring on the roads.
Then they look at the local press/regional BBC archives for reports of various stories - serious ones get reported... as a starting point. Maybe some of these may volunteer for the programme - but it would be their choice.

Perhaps. If they are looking at the same sort of show as "Anatomy of an Accident" - fair enough. But it's still up to folk to volunteer themselves and their best first port of call would be to place some announcement inviting those from those towns to offer their stories.
