Interesting looking at the Scamera pages...found this on the Q&A page

Q:- The photographic evidence may not identify the driver?

A:-"The photograph may be used as evidence in court that a speeding offence has been committed in the vehicle concerned. It is not intended for identification purposes.

Also the tricky one...

A. No. The Human Rights Act does not affect you when returning this paperwork. Primary legislation dictates that you are obliged to provide the information requested.
Failure to do so will result in prosecution.
