It's a modern day soundbite designed to put the willies up you and act as a deterrent. (Can't blame them for it, but that's all it is. Unless you really are a criminal of course, in which case you have even less to worry about these days

The reality is always well below any 'up to', especially if there are mitigating circumstances. So don't worry about the fine. I'm sure you will get a fine but if it's £5000 I'll eat the remains of my dead grandmother. (NHS black SOH, or I'm just weird)
The penalty points are what are going to hurt you long term.

I speak as someone who got knocked off my motorbike by an uninsured driver, circa 1977. His fault - he even admitted it! Side swiped me at a crossroad while I was on the main road
Short version: He was uninsured and he hurt me: physically, mentally and financially at the time
