I was searching for some data on uninsured driving, and I came across this:

It scares the hell out of me. It's written by PA Consulting who say:

"As an employee-owned company, with no audit arm nor exclusive alliances with third-party vendors or
service providers, we are answerable to ourselves and our clients only. This independence means the
advice we give to clients, and the work we deliver, is unencumbered by any considerations other than
what is best for our clients’ business
."

Then they go on to describe mass data and mass surveillance.

And the Government is doing it.

This is so blatant it is almost unbelievable that they write it. Ok, we all know there's a bit of arm-twisting, but this is to all intents and purposes selling lies.

This document seems to contain the majority of the material that featured in the DfT/DVLA 'consultation' document that turned into the new insurance provisions in the Road Safety Act 2006 See http://www.opsi.gov.uk/acts/acts2006/60049--a.htm#22 Unless I have read it wrongly ( there are many inconsistencies with their acronyms) Greenaway seems to be proposing that the insurance provision enabling drivers to drive others cars should be abolished. It is a pity that Greenaway's masters, Norwich Union and their obsession with compliance is removing this important safety provision. Many times in my experience, a tired driver has gladly accepted a passenger taking over the wheel, insured to drive his car 3rd party. Now thanks to at least NU policies, this relief is no longer available.

My company will not use NU under any circumstances.

It is frightening to see how a mix of commercial interests and childishly shallow analysis combine in this document. That then leads to a consultation paper, where lip service is paid to consultation and finally a mixed rat bag of new legislation is trotted out past compliant MPs without due process to be imposed later by ministerial decree ( SI )
