We do discuss this from time to time. In the most general case you had the option of choosing a position to stop whereby you could still have driven out of the way before the crash. In practice this means stopping or slowing well short of the obstruction and monitoring the mirror for anyone unable to stop.
Before i was hit from rear i used to leave good space in front of me, now i leave more - especially when i am the exposed car at rear of queue. But space can always be filled, by pedestrian, cyclists etc, so the option of moving forward is not always so clear cut.
In my case i would have moved forward had i seen car in mirror, as stop line for traffic lights was good cars length back from junction - however had another vehicle on green light taken wide turn then i may well have gone straight into it - and if car behind had not hit me then i would have been at fault for the accident. Such is life.
