I have never denied that in the real world all other things are not equal.

I even agree - mostly - with the safety elements of the messages here, and that policy is generally overweighted towards a single issue.


But, as you say, things don't remain equal in real-life, and other factors compound things even more.
Which is why narrowly controlling one physical factor, like speed, has little or no effect - the hypothetical effect of controlling that single factor is completely swamped by variations in the myriad of other factors, which are mostly random and beyond the drivers control.
