Not read through the whole thread yet, but perhaps johson might like to look at the webs sites for both Durham and N. Yorks police forces. Both enforce road safety the old fashioned way, and whilst we do not pretend zero RTCs - if you compare statistics, both are consistently below the national average in KSIs
However, whilst it is true we only have one fixed camera, it is not true that we do not use speed cameras. Both N Yorks and Durham have a camera van unit - these lurk at the sites which we (POLICE) have identified as being dangerous and with a serious speeding history. Also - higher traffic police in marked cars, unmarked cars and on pedal bikes and motorbikes lark around all over the two counties!
Road safety, and all aspects of traffic law are enforced- but without as much anger. Common sense prevails!

(Though those issued with our fixed penalties may not think so all the time!

)
Funding is different - we send all fines straight to treasury and partnerships re-invest in yet more speed cameras. On the other hand, we keep our traffic divisions, training facilities, and our traffic cops are instrumental in detecting crimes other than traffic ones as well.
And bogush mate - have you considered taking up yoga!
