Done Lancashire:
Line 10 one of the totals doesn't add up on their sheet (out by 1 again). How hard is it to add numbers up?

16 & 13 - another total out by 1.
29 another total out by 1.

Doing: London.

No, there really is no order in which I am doing them. ;)

Oh my - what a lovely job! (finally got access; I mean excel :hehe: )

But it's much more important to our immediate purpose to have the main figures for all the partnerships on a single spreadsheet. We don't need the quarterly figures either.

Journalists need answers to questions like: 'top spending partnership', 'fewest fines', 'lowest conversion rates', 'total expenditure' those sorts of things.

Ok, define 'main figures'? ;)
I see lines 1 - 38 and 7 names columns, and a whole load of numbers which don't really mean anything to me. If I were more awake maybe they would.

I'll start a new spreadsheet. Rows: 1 per partnership. Columns:?

Initially everything from the Total Column would be ideal, later add the operational case column.

I've got to get some sleep - I've only had 2 hours in the last 48 or so and Thursday looks like a big day.

38% in Avon and Somerset. And that's NIPs to paid FPNs. You need a registration match to get to a NIP from a photo.

Only 62.2% nationally.

That's good, because that is what I just started doing. :) (total column, that is)

Still going through them backwards.
Got to Northumbria.
Grant total (27) seems to be wrong, they have 73,860 I have 301,856.
Other numbers seem correct.
On to Northamptonshire now...

All done!

Total FPNs paid: 1,910,423.
Total cash raked in by partnerships: £114,625,360.

Those £60s sure add up.

And the NHS didn't make much. Less than £19,000.

Essex managed to make money on refurbishments.

2005-06 Summary.ods
2005-06 Summary.xls

Edit: Also here and here just in case.

Light yellow background cells are automatic calculations. Some of these are £1 out from the documents, I guess because they wrote in the pence which doesn't get shown on the PDFs.

Ah I wish. I went to bed straight after that but couldn't sleep until at least 8:00.
On the up side, I didn't dream of numbers!

Partnership name / Ratio of FNPs paid to NIPs issued this period

Avon and Somerset Safety Camera Partnership / 38%
Merseyside Safety Camera Partnership / 40%
Surrey Safety Camera Partnership / 41%
London Safety Camera Partnership / 43%
Mid and South Wales Safety Camera Partnership / 44%

Looking at these figures a thought occurs. Are multiple NIPs for the same alleged offense counted as 1 NIP or is each NIP counted seperately?

If multiple NIPs for the same alleged offense are counted as 1 NIP. These particular partnerships have, assuming accurate speed measurement, a poor conversion rate.

Strange as London were the top earner - £9,455,820 - so I doubt they care too much...

73% of nips result in a fpn
62% of nips result in a paid fpn
85% of fpn's paid

I have excluded Cumbrias because of the totals difference.

Edit

Unless the good people of Cumbria are paying for undetected speeding offenses :o

85% of fpn's paid
15% not paid... that is a lot of sumonses and court time
but there are not that many people in the courts

I am no to happy about how the information is being presented. It is int he press today.

http://www.telegraph.co.uk/news/main.jhtml?xml=/news/2007/01/26/nroads226.xml

It implies that some areas have a 100% success rate. I actual fact it is 100% FPN rate. This is fiddled by sending the FPN and NIP out together. This is bucking the system.

It should be detection against conviction rate which makes things look much worse.

Are the M25 VSL fines split between the counties/London or are they fun by a separate scameraship?

Conservative PR issed today at 11am:
(apologies, but life is far too short to fix the formatting.)
Quote:

Grayling: Speed cameras costing millions - and undermining road safety

New information published this week has revealed that the Safety Camera Partnerships are spending a whopping £26,088,361 on IT and Communications, refurbishment and accommodation. This spending is equivalent to the salaries
of 580 Road Traffic Police Officers.

Shadow Transport Secretary Chris Grayling commented:

“Increasingly, to the detriment of road safety, the Government is relying on technology rather than uniformed officers to police our roads. But speed cameras can't detect whether someone has been drink-driving, or whether someone
is driving around without licenses in cars which are untaxed and uninsured.

"If the roads aren't properly policed, people will think they can get away with it, and that puts themselves and others in danger.”

Safe Speed PR issued at 12:34 this afternoon:

PR434: Speed cameras undermine road safety

news: for immediate release

According to the Conservatives, 'speed cameras are costing millions and
undermining road safety'. Safe Speed couldn't agree more - we've been making
the point for years.

We don't agree with the Conservative's choice of figures - the overall cost of
the speed camera partnerships in 2005/6 was £99,524,900 - approximately 100
million pounds.

Policy has squandered major life-saving resources on a minor safety factor at
every level in our road safety system:

- Government is far too focused on the speed limit - a focus that didn't appear
until speed cameras came along.

- Local authorities are far too focused on vehicle speeds 'speeding' when they
should be paying proper attention to engineering a safer road environment.

- Police are far to focused on 'speeding' when their most important focus
should be rogue drivers.

- Drivers are far too focused on the speedo and the speed limit, when they
should be more focused on selecting a safe and appropriate speed for the road
environment."

Paul Smith, founder of the Safe Speed road safety campaign
(www.safespeed.org.uk) said: "We are absolutely certain that speed cameras make
road safety worse. The last decade's road safety results are nowhere near as
good as expected. Nationally we have been neglecting driver quality which is
the true key to improving road safety through policy. And of course we have not
Policed the roads properly, so there are 'rogue drivers' everywhere."

"We won't get road safety back on track until speed cameras have been
scrapped."

"According to Department for Transport figures, only 5% of injury crashes
involve any vehicle exceeding a speed limit."

"Department for Transport may claim that the huge cost should not be of concern
because it has been paid by 'speeding motorists' - but we are all 'speeding
motorists' - the money has been taken from ordinary people and wasted on speed
cameras. It cannot be spent on other road safety measures."

:o A political party that is finally waking up to the Safe Speed message.

Hearty congratulations to you Paul. Here's to hoping that this is going to influence policy, even if we have to vote Conservative.
