I use this stretch regularly and would suggest that even with the upgrading work that has gone on over the years there are sections that haven't had much upgrading and as such you get a lot of stop start bunching when traffic slows down on the 'poorer' stretches - resulting in rear end shunts from vehicles being far too close to one another, add in motorcyles filtering in and out of traffic and the sheer volume of traffic at rush hour I'm not surprised.
The A13 isn't up to the volume of traffic that uses it.
Another thing to add is that along some stretches you get pedestrians that run across and jump over the central divider - since it's been raised in height that has dropped of in several sections but hasn't completely stopped it.

I found this interesting as this section IMO and other people I've spoken to who regularly drive this road have often commented that this section is artificially slow - maybe by upping this section and keeping all of it at a more consistant speed it might help the traffic 'flow' better ???
Then again, given the TfL projects that I've been involved in it could just be a very ill thought out scheme.
