The staff member given an warning has a charge of failing to follow procedures proven against them at a disciplinary hearing and one of integrity and performance of duties was not proven.

Both charges were not proven against the other worker, but concerns raised about their capability and they were moved to a different job.

Naseem Malik, IPCC Commissioner for the North West, said: "The recognised procedures for the production of these particular forms within the Central Process Unit would appear to have descended into a total shambles and, as a result, forms which were required were either missing or incorrect. This was totally unacceptable.

"I appreciate that the workload of the Central Process Unit is huge. However that cannot be used as an excuse for a failure to follow standard procedures."

Lancashire Police said they had an "expectation that staff deliver a totally professional service to the public, and will continue to take a strong and robust approach to improve standards within the organisation".

A spokeswoman added: "There have been lessons learnt from this investigation."

The IPCC should have raised concerns about the whole scam operation and closed it down. They then should have asked for proper policing to be implemented.

Quite right Steve, but this is simply a couple of scapegoats covering up the real story of Blackburn CTO!
There's a good story to come out of this lot if any reporter cares to get off there a*s* and check out some facts!

These two individuals were discovered because the IPCC were investigating the sacked cameraman.
Their terms of reference were defined by the Chief Constable and he would not allow them to investigate ANYTHING that was outside the employment of the cameraman hence 2006 -7.
The evening post have the guy's( who posted the comment) email address and Matthew Smith is a reporter who just might dig into this story.
The reason that it took 2 years for this diciplinary is that there is still ongoing investigation into the antics that were going on in relation to excessive financial claims made by both Lancashire Constabulary & Lancashire County Council who were raking in millions from the few who simply paid up, whether they were speeding or not.
So there is still the 80,000 plus " dissappeared FPNs that Lancashire Police were paid about £35.00 each (from the income of the muggins motorist who just paid up)for processing through the courts that never made it there!
Am still waiting for info from the NEW Home Secretary where these are or why they never made the courts.
Will keep you posted.

I have a similar tale in Hampshire. the main cog at the camera partnership refuses to do his job thouroughly. There are no photo checking processes written down, traing is passes by word of mouth. The sites are not checked for correct sinage, 2 ipcc complaints whitewashed, formal complaints to the councils, and chief execs, court cases going to the high court and the man still suvives. I thought he would raise his game and keep his job but the sloppy practices continue. He is untouchable

All of which goes to prove my statement/s, made many times, that the administrative public services are institutionally corrupt.

Story does not surprise either me or Wildy. We've suspected such for years.


I cannot say the folk around here "blat around" and some of the ones we know about are some of those who have had tickets now cancelled... :scratchchin:

I am extremely concerned about this specific injustice. Those lives that may have been ruined due to a numeric error is bad enough but to then find that the fine was never valid and was even deliberately falsified, must be awful. There needs to be proper compensation set up for people.
