I actually like the idea of making it an offence to display such a sign whilst not carrying a baby, or rather I would if the story about emergency services taking it into consideration were actually true. I understand that it may be true in the US however.
Can we also make it an offence to display "Princess on board" unless you are actually transporting a female who is a direct descendent of the queen?
Actually no, I find signs like this just contribute a small fraction to a car's overall "Idiocy probability" figure. Let them continue to have them, so that I can continue to identify the idiots, same with hand held phones, fluffy bunnies, terrible satnav positioning, aftermarket bodykits etc. etc.
As for tax discs. I just stick them in the top left. The law only says "left hand side of the windscreen". They are then hidden by the sun visor normally.
It seems the first owner of my car had the same objection to stickers blocking the windscreen as although my car has a Shaken (Japanese MOT) sticker in the rear windscreen, it's been aligned such that it's behind the headrest when viewed from the driver's seat.

No. The stickers do not do that as the effect is not great enough. You need a horsebox if you want to do that.
