If a large company recieves a speeding ticket and refuses to give information on the driver of the car, who is the one who could get prosecuted?

Also...
What if 'The Stig' off Top gear got caught speeding? :lol:

As the Greater Manchester Police will testify, in this scenario, nobody gets prosecuted. The GMP were caught using the very loophole they decry in public last year.
Although I believe that the erstwhile Chief Constable brought a highly expensive and pointless prosecution against himself when the media found out it.
