heading for aberdeen, DC pretty much all they way. mid afternoon so its fairly quiet (fortunately) and a woman decides to come from a road on my left to cross the carriageway and head south. no big deal HOWEVER, she decides to stop half way across L1 to wait for it to clear. i had spotted her and slowed a little but i didnt expect that level of stupidity (i know, it was a woman, shame on me) and as i was driving a fully laden artic, i wasnt capable of stopping in time. it was just luck that there was nothing in L2 so i swerved around her. had there been something overtaking me at that time, she would have been in a bad way. i may have been able to reduce the impact to 40MPH on her front wing but that would be about it. i would have hit her

Did she simply (!) overshoot the give-way, or was it a "yes I ... shit no I can't make it" type thing on her part?

difficult to judge. she slowed down prior to the give way lines but just failed to stop in time even though she was going slow enough to stop. she did not stop harshly. a normal controlled stop but 4 or 5 feet beyond the line

that happens to me now and then, abeit in urban enviroments and little crash risk once i react, people just seem to drive halfway out and stop. You come to an abrupt halt either because you can't fit through the gap left or were unsure whether or not they will stop. Then they just sit there and seemingly wait for you to either pass or signal them out like it's a perfectly normal place to wait....
