As a driver I find flashing lights are not particularly good for being seen, especially when there is a lot of traffic, it is dark and most vehicles have lights on! The impact then of flashing lights, front or rear, tend to be lost.

Mind you, where I travel, it is just a novelty to see cyclists with lights of any description or even any light coloured or reflective clothing! Guess I would still get the blame though if I knocked them off their bike!

Well, partrly, because if you rear end an unlit cyclist it means you're driving to fast for the conditions if you can't see an unlit object on the road before you hit it.

Not a recommended way of driving.

But the fact that the cyclist had no lights would be a signification mitigation. And any insurance payment would be substantially reduced because of contributory negligence.
