Take a cross-roads with a main road and a small road. Traffic on the big road will normally be travelling faster so will have less time to react to the amber light. Traffic emerging from the smaller road would be travelling slower than traffic emerging from the main road, so it would be more dangerous to discomply with a red light on the smaller road. Guess where the cameras are. Main road. More traffic. More money.
I don't understand how people even on here seem to think that we should be exercising our judgement over how to drive when it comes to numeric speed restrictions, but as soon as some hateful councillor puts a red light next to the road suddenly their opinion is more important.
